Why the IVSP Was Created

The International Vocational Skills Program (IVSP) was established by DACC International to address the urgent and growing challenges faced by African youth,particularly in Nigeria. These include unemployment, lack of internationally certified skills, and the growing trend of irregular migration through dangerous and illegal routes to Europe, North America, and other destinations.

 

The International Vocational School Program (IVSP) is a structured initiative designed to connect motivated African youth with vocational training and apprenticeship opportunities in across Europe and beyond. IVSP ensures that students arrive prepared — with language proficiency, trade skills, and full financial guarantees — so they integrate smoothly into host institutions without becoming a burden.

IVSP promotes a model of circular migration, where students contribute to the host’s country economy during their training and apprenticeship, and are later encouraged to return to Nigeria to transfer skills and support national development.

 By focusing on critical shortage sectors such as construction, logistics, healthcare, hospitality, agriculture, and mechatronics, IVSP directly supports the host country’s (shortage occupations list) and aligns with their workforce needs. This program offers ethical, legal pathways that strengthen industries while reducing irregular migration.

Mission & Vision

The International Vocational School Program (IVSP), managed by DACC International Ltd, was created to empower African youth and reduce irregular migration while contributing positively to the host community economy.

  • Mission: Provide structured, legal pathways into vocational education and apprenticeships in Europe, Australia, Canada and others.
  • Vision: Equip motivated students with language and trade skills, place them into recognized training systems, and support them financially until they become self-sufficient.
  • Impact: Graduates return home as internationally qualified professionals, strengthening infrastructure and development projects across Africa.

Tackling Irregular Migration

IVSP directly addresses irregular migration by:

  • Offering legal, structured alternatives to unsafe migration routes.
  • Preparing students with B1 language proficiency before arrival.
  • Providing financial guarantees to cover tuition and living costs until stipends begin.
  • Ensuring students are placed into recognized vocational schools and employer networks.

Student Preparation

IVSP students arrive in host countries with:

  • Language readiness: Minimum B1 level language proficiency in host country language.
  • Trade skills: Pre training in construction, logistics, healthcare support, electrical systems, and mechatronics.
  • Financial security: IVSP guarantees full coverage of tuition fees and living expenses for all its students until apprenticeship stipends commence. Each student is financially secure and will not pose any burden to the host institution or employer.
  • Cohort organization: Groups of 10–30 students, prescreened and motivated.

Targeted Shortage Trades

  • Construction (masonry, carpentry, plumbing, electrical installation).
  • Logistics & Transport (warehouse staff, drivers, port operations).
  • Healthcare Support (nursing assistants, elderly care).
  • Electrical & Mechatronics (technicians, maintenance staff).

IVSP cohorts are tailored to these sectors, ensuring immediate relevance.

At its core, IVSP was created to:

  1. Equip African youth with globally recognized vocational and technical skills in high-demand sectors such as healthcare, construction, green energy, plumbing, electrical installation, and mechatronics.
  2. Facilitate structured, legal migration pathways for employment through formal partnerships with international employers and governments.
  3. Curb and eventually eliminate irregular migration from Nigeria and other African countries by offering a dignified, skill-based alternative to illegal and dangerous journeys.
  4. Promote circular migration — ensuring beneficiaries gain international work experience for 2 years and return home to reinvest their earnings, knowledge, and skills into local development.
  5. Build a sustainable pipeline of employable, future-ready African youth prepared to thrive in European and global labor markets.

The Irregular Migration Crisis and the IVSP Response

Europe and other advanced countries are grappling with the crisis of irregular migration, especially from Africa. Thousands of young Africans attempt dangerous crossings, often resulting in death, detention, or long asylum backlogs.

The IVSP directly addresses the root causes of this crisis by: – Creating real economic opportunities at home. – Offering structured legal pathways for migration. – Promoting international mobility that is safe, ethical, and development-focused.

By intervening before desperation sets in, IVSP breaks the cycle of irregular migration.
